SBIR / STTR Reauthorization
Authorization Status of the SBIR/STTR Programs:
At this time, Congress has not reauthorized the SBIR/STTR programs beyond September 30, 2022. We will keep the SBIR/STTR community aware of any change in reauthorization status here, on the Defense SBIR/STTR Innovation Portal (DSIP), and via ListServ and social media.
Starting on October I, 2022, if the SBIR/STTR programs are not reauthorized, the DoD SBIR/STTR programs will be effected in the following ways. Please note that this guidance may differ from the other Federal Agencies who participate in the SBIR/STTR programs.
No further DoD SBIR/STTR solicitations will be issued.
No new DoD SBIR/STTR awards for SBIR/STTR Phase I or Phase II efforts. Options and increments to existing DoD Phase I and II awards will not be made with SBIR/STTR funds.
Ongoing contracting on DoD Phase lll effort(s) that are not yet awarded will be placed on hold until further guidance is provided.
No DoD SBIR/STTR Phase Ill direct award "sole source" contracts will be awarded without following the FAR Sole Source requirements and processes.
We understand that a lapse in the authority to conduct the SBIR/STTR programs would be devastating to the small businesses, and we are aggressively communicating this to Congress along with the Department’s support for reauthorizing the SBIR/STTR programs.
