Due to the success of the National Science Foundation’s SBIR program, begun in 1977 by Roland Tibbetts, Senator Edward Kennedy spearheaded legislation to institute a government-wide SBIR program. In 1982, the SBIR program was signed into law by President Ronald Reagan.

 
 

SBIR – Reauthorized by the Small Business Research and Development Enhancement Act of 1992.

STTR – Created by the Small Business Technology Transfer Act of 1992, with a sunset of 5 years.

The STTR program was reauthorized by the Small Business Reauthorization Act of 1997.The STTR program was reauthorized by the Small Business Reauthorization Act of 1997.

The SBIR program expired on September 30, 2000, but was reauthorized for eight years in December 2000 by the Small Business Innovation Research Program Reauthorization Act of 2000.

The STTR program was reauthorized by the Small Business Technology Transfer Program Reauthorization Act of 2001.
