Office of the Under Secretary of Defense for Research and Engineering

The Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)) oversees DoD Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Programs.

These competitive programs are Congressionally-mandated set-asides to encourage domestic small businesses’ engagement in research and development, scientific excellence, and technological innovation through federal research fund investment in critical American priorities to build a strong national economy and accelerate Warfighter capabilities.

OUSD(R&E) serves as the Office of the Secretary of Defense’s point of contact for Congress, the Small Business Administration (SBA), Government Accountability Office (GAO), and the interagency SBIR/STTR community. Our organization also seeks technology partnership opportunities within DoD and with other federal agencies.

CRITICAL TECHNOLOGY AREAS
Each DoD Service/Component develops mission-oriented SBIR and STTR topics for their programs; however, topics generally align with the OUSD(R&E) critical technology areas. An OUSD(R&E) principal director leads each critical technology area; they are responsible for unifying and advancing the Department's investments and capabilities in that area. This includes:
 
  • Establishing a DoD-wide, mission-focused roadmap to deliver the technical capabilities our Warfighters need.
  • Assessing activities in their technical area, including within DoD, other executive branch agencies, the commercial world, academia, and other countries.
  • Leading independent technical analyses.
  • Conducting engagement and outreach across the community.
